I just read on Wikipedia that Magmortar and Electivire are only obtainable when you have a Fire Red or Leaf Green in the cartridge, have the National Pokedex, and trade one of the pre-evolutions of one of them to the game. Does that mean I can't get them before the Elite Four, or can I get them right away with Pal Park? Thanks a bunch!!!

No you can only get Magmotor and Electivire by beating the Elite Four, and then inserting Pokemon FR LG into your DS then go to the correct area,
P.s. You don't need to go to the Pal Park.

Wikipedia is not always accurate. However, I'm nice enough to explain what this means.

OK... So, you need Fire Red in your GBA slot on the DS. Start up Pearl, and you can catch a Wild Magby with that held item. Evolve it to Magmar and trade it to another Pearl or Diamond with the held item attached. Magmar will then evolve into Magmortar.

If you want Electrive, then you need Leaf Green in the GBA slot and do the exact same thing, except you go to the Power Plant in Pearl and catch a wild Elekid. Evolve it to Electabuzz, give it the held item and trade it to Pearl or Diamond, it will then evolve into Electrive.

What you have to do is insert LeafGreen and then find a wild Magby, when you catch it make sure it is holding the MagmaBooster as this is the only way to get it. After it evolves to Magmar make sure it is still holding the Magma boost and trade it, it will them evolve to Magmortar

When you insert FireRed you have to go and catch Elekid, and make sure it is holding the ElectroBooster. When you evolve it to Electabuzz, trade it while it is holding that item, and it will evolve to Electivire

I have a question. How do you get the evolvtion of rhyhorn. Someone said you had to trade it while holding protection is that right?
