You get the Pokedex from Professor Rowan in Sandgem Town.

To go to the Snowpoint Temple, fly to Snowpoint City and walk north. You cannot enter the Temple until after you get the National Pokedex, by then you would have visited Snowpoint and therefore can fly there.

Please only ask a question once, asking the same thing so many times is considered spamming.
