Dialga and Palkia are equally strong. Their Base Stats both total 680.

Both have equal base stats.
Dialga hase many more resistances, but also has more weaknesses.
Palkia has only one weakness.
Roar of Time is stronger, but requires one turn to recharge.
Spatial Rend is weaker, but does not require two turns.
Steel is great for Defense.
Water is great for Offense.
It is a matter of preference.
It depends on what you want.
For pure offensive power, Palkia is most likely better due to it's higher speed, but Dialga can take more of a hit. Dialga also has more resistances but Palkia can hit almost all Pokemon for neutral damage between it's two STABs (Same Type Attack Bonus) attacks. So it just depends on which you want more.
Dialga is. Special rend does not very effective damage against steel types in gen four. Use special rend on dialga and it will be like hitting a rock with a stone. But if dialga uses roar of time on palkia, palkia will suffer lots of damage.
