Question for Pokemon Pearl

Where do I find the hm cut in Pokemon pearl? I have been all over town, have the gym badge and still can't find it.

Cynthia will give you HM01 outside the Galactic Building in Eterna City. You may need to beat Gardenia first.

I beat gardenia, and Ive been aimlessly wandering around eterna city because I never got stopped by rival and I never got Cut from Cynthia
