That man is preventing you from skipping a third of the game. You need to beat Palkia first.
After you have Seven Gym Leaders and have defeated Team Galactic at the Three Lakes, head to Veilstone City. You must defeat Team Galactic in Team Galactic's Warehouse and Team Galactic's Building in Veilstone City. After you release the Three Legendary Lake Pokemon, go to Mt. Coronet. You must use the entrance of Mt. Coronet near Hearthome City. At the top of Mt. Coronet is Spear Pillar, Once you defeat Team Galactic on Spear Pillar and battle Palkia, you will have access to Route 222 and Sunyshore City.
