Help!!! I need to find a Pokemon,able to surf,where do I find a Pokemon able to surf

There are 120+ (I lost count) Pokemon that can learn Surf. Just catch a Bidoof or Bibarel.
Most Water-Pokemon can learn HM Surf. However, you must teach the Pokemon HM Surf in order to surf on waters. HM03 (Surf) can be obtained in Celestic Town.
