On route 224 there is a shrine thingy and does that have anything to do with like Pokemon or to get them?

Unless you got the Event Item Oak's Letter, the Shiny Rock on Route 224 has no use.

If you did get Oak's Letter, go to the Shiny Rock on Route 224. Oak will be standing by it. If you give him the Letter, a new path will open. At the end of the path, you will be able to face the Legendary Pokemon Shaymin.
