Sinnoh Legendary Pokemon:

Uxie: Lake Acuity -- Level 50
Mesprit: Roaming Sinnoh -- Level 50
Azelf: Lake Valor -- Level 50
Dialga: Trade
Palkia: Spear Pillar -- Level 50
Heatran: Stark Mountain -- Level 70
Regigigas: Snowpoint City Temple (w/Three Regi's) -- Level 70
Giratina: Turnback Cave -- Level 70
Cresselia: Roaming Sinnoh -- Level 50
Phione: Breed Manaphy
Manaphy: Pokemon Ranger or Trade
Darkrai: New Moon Island (Requires Members Card) -- Level 40 or Trade
Shaymin: Flower Paradise (Requires Oak's Letter) -- Level 30 or Trade
Arceus: Hall of Origins (Requires Azure Flute) -- Level 80 or Trade

All of these Pokemon, except Palkia, can be found/obtained after you have the National Pokedex and have defeated Team Galactic on Spear Pillar.

The best way to catch Legendary Pokemon is to lower their HP to almost nothing, and then make them fall asleep. After that, start throwing Ultra Balls.
