After you defeat the Veilstone City Gym Leader, you can get the Storage Key. If I remember correctly, Dawn's/Lucas' Pokedex has been stolen. You must face Team Galactic to get it back. After you defeat them, I believe they leave behind the Storage Key. If not, the Storage Key can be found somewhere in Veilstone City. The Storage Key allows you to enter Team Galatic's Warehouse.
