Like every other Pichu, the shiny event one evolves through high friendship. The spiky eared Pichu will never evolve.

Pichu is evolved with a gain in friendship then it will evolve then you may use the thunder stone to make pikachu evolve

by battleing or useing some special berries such as: kelpsy, pomeg, qualot, hondew, grepa, and tamato
