How do I get the Marking Map App for The Poketech watch if I already have seven badges???

Go to Jubilife city and enter the TV station, there is a man that hands out poketch apps depending on the amount of badges you have.

You have to go to Jublife City, into the Poketech building. Talk to the man in front of the counter, and he will give you the marking map.
