Unfortunately, they're not available for capture in the wild. The only real way to get them is to trade them over from a Pokemon Emerald version. You can do that via the Pal Park if memory serves. Well good luck with that anyway.

The only way to obtain the three regi's onto your Pokemon Pearl is by using the pal park feature on route 221.

To unlock the Pal Park on your game, you will need to have completed your pokedex and obtained the National Pokedex then head to Route 221 and talk to the guy who let you into the pal park after you talk to him, it will unlock a option on the main menu on your game "Migrate from ________" (Whatever GBA game you have in your GBA slot in your DS) Then you choose 6 Pokemon you want to migrate to your pal park onto your Diamond/Pearl/PLatinum Game.

You only can migrate Pokemon that doesn't know HM moves, if they know HM moves you might have to go to a move deleter on your GBA game. Once you have selected the 6 Pokemon you wish to migrate, go into your game talk to the guy who unlocked pal park and then you can enter pal park to obtain your regi's
