Lapras has no pre-evolutions or evolutions. Glameow is around level 20 and 30 on Route 218. As for your last question, if you mean how long to wait before finding it on a honey tree, then you only need to wait about 7 hours or so. Thing is Munchlax is very rare and you might be looking for it for a long time before you find one.
