You can Evolve Riolu to Lucario by high Friendship between the times of 4:00 AM and 8:00 PM in the game.

If you want to evolve it quickly the give it the berries that lower hp or attck etc. When it firs hatches so that it's friendship increases then usingthe poketch app friendship checker see if it gets to the largest heart, keep giving it the berries until it gets the biggest heart, then level it up once within the timeframe of 8:00 pm. And 4:00 am. With either a rare candy or give it exp share and level it up that way.

He evolves by happiness. Try leveling him a bit more, and give him berries he likes.
