Move Deleter

Where can I find the Move Deleter?

I need to teach one of my Pokemon Rock Climb. However, only Empoleon can learn it, and he already knows Cut. I need to find the Move Deleter so that I can delete Cut and teach him Rock Climb, and then teach Cut to Sneasel (who obviously wasn't around when I first needed to use Cut). My HM Slave, Starly, knows Fly and Defog, so I can't get rid of him, as I am just about to head off up Mt. Coronet to chase Cyrus, which you need both Rock Climb and Defog for (if I remember correctly), and Fly is very useful to have anyway.

I have a Golem in my Box which can learn Rock Climb, but I don't have a space in my party for him.

The Move Deleter's house is in Canalave City. Its the house right behind the pokemart.
