The move tutor is house smack in the middle of Pastoria City And you find Heart Scales in the Underground. They are rare but you can find them. You also can find them on Luvdisc
The Move Tutor is in Pastoria City. It is the house next to the Water. And if that doesn't help look for two fat dudes in overalls. He is in the house next to them. You get Heart Scales in the Underground, very rare, they are also on wild Luvdisc. Luvdisc are found in the water in front of the Pokemon League. Need a Super Rod.

The move tutor is in the town with the safari zone. And the best way to get heart scales is to dig for them under ground.
