Here are the answers:
1. Move Deleter: He can be found in Canalave City, in the first house under the Pokemon center.
2. Move Tutor: He can be found in Pastoria City, in the house, in the lower right hand corner of the city.

The move DELETER is in Canalave City below the Pokemon Center.
The move TUTOR is in Pastoria City by that guy thaat says he is in th middle of yhe city.
