You have to Palkia or dialga then you can go to sunyshore city.

I'm a little rusty but I believe you have to get 7 badges, defeat Team Galaxy at the lake before the snow city, and defeat Team Galaxy at Veilstone Warehouse. If I'm wrong then I'm truly sorry. I beat the game about 6 months ago. So tell me if I'm wrong okay?

You have to beat team galactic, fight and catch palkia, and have the first 7 badges. Anything else?
