So finished beating Team Galactic boss and now I need to get the Beacon badge but I don't know how to rock climb. So what I'm I supposed to do to get the rock climb?

I'm pretty sure you get rock climb from a guy in a house on your way to Snowpoint city. It's an HM
It is near a house on the road to snowpoint city. You should be able to see part of a poke'ball (item) and go pick it up. Now you have rock climb.
