You have to use a dawn stone on a female snorunt.

To get Frosglass you have to evolve a Snorunt with a certain stone.

To gain a Frosslass, you're going to need a Female Snorunt, and a dawnstone. Simply select the Dawnstone and then the Snorunt, and it should evolve. That's what I did, but my Snorunt was obtained from the GTS, so I don't know if there are in specifications on a certain thing you have to do.
