You get the pokeradar after you see every Pokemon in the sinnoh dex. Then The Prof. Will give it to you

You don't need the PokeRadar to find Mespirit, you need the Marking Map. To catch Mespirit, just walk in and out of a town until it appears in the route you're on.
You get the MARKING MAP in jubilife city.

Well you don't really need a pokeradar to find or catch Mespirit, you need to get a marking map (Which is another application on the pokewatch) so then you can find Mespirit. A pokeradar is just for find Pokemon in the grass which you can't find just walking in the grass. I hoped this helped.
