You must have the National Pokedex. You must complete the Shinuh Pokedex to recieve the National Pokedex. Go to the Poketch Company located inthe west of Jublife City. Go inside and you will find a man in a purple coat beside a counter. He gives you a poketch app. Talk to him again and recieve another app. Keep doing this untill he doesn't give you anymore. One of the apps he just gave you should be the Pokeradar. Hope this helps!

You don't get it from the Poetech Company. You have to beat the game before you get it. I think you get it from Prof. Oak.
