Where do you get the good rod and super rod? At the Pokemon league there is a little path on the right side how do you get there? Thx

You get the super rod right when you take the boat out to the battle park area. Right when you get off the boat, go up a little and talk to the fisherman.
During victory road, you have to take some other path(i don't remember where it is), which will take you to the area right up past the Pokemon league
