Do you have to see Pokemon like darkrai and larvatar through nintendo events to fill up your national pokedex? If so why don't they hold nintendo events?

You can find Larvatar with the pokeradar near the 1st Pokemon gym nere that thing you need the bike to get up (warning they are super rare it took me like an hour to find one) but they are low level so they are easy & about event Pokemon I don' think you have to what number on the pokeDex are you missing if it's 489, 490, 491, 492 or 493 than yes if not then you don't have to

You need 2 beat the game and and then go 2 canalave city then go to the house above the bridge then a guy will tell you 2 go to sleep you,ll dream about catching darkrai on a island once you defeat/catch it you.ll wake up my name is paul and my friend code is 3480 1033 4970

You get Darkrai from an event that has already passed. You can get still get it from Action Replay codes and trade. You can get Larvatar from trade or encountering him.
