I want a Lugia as my starter can someone help me

You have to have an Action Replay it's a cheat device where you enter codes and then you can get a Lugia
What do you want. It is impossible to get a Lugia as your starter, just the three Pokemon avaliable. If you have an Action Replay you could get one at the beginning of your game but most likely not as your starter.

Even with an action replay I think you can't get a Lugia as a starter
You can use a normal starter, complete the first battle as normal, obtain the pokedex then follow these instructions.
Download pokesav (http://www.pokedit.com/download/pokesav/)
Edit .sav using Pokesav
Load up your starter and change it to Lugia.
Save then boot your game up as normal, you will have Lugia as a starter.
