I beat the elite four and I have seen 100 Pokemon and I want to migrate Pokemon but I don't know how. Do you need the national dex?

Well if you want the national dex you need to see all 150 Pokemon but there are 151 you do not have to get manaphy if you want if you completed the sinnoh dex go see the proffesor
Yes, I believe to migrate Pokemon from Ruby / Sapphire / Emerald / Fire Red / Leaf Green, you have to obtain the National Dex first.
This can be obtained by seeing all 150 Pokemon in your Sinnoh Dex, then go back to your Hometown and talk to the Professor to get the National Dex.
Then you can go to the Pal Park, located on Route 221 to capture Migrated Pokemon.
You have to see all 150 Pokemon in the sinnoh dex (not including Manaphy) and Professer Rowan will give you the National PokeDex at his lab. Battle all the trainers in the game and go battle the lake trio and you will have seen all 150 pokemon. Also talk to Cynthia's Grandma and she will show you Dialga.
