Where can you find the Deepseatooth,the Dragonscale,and the Deepseascale please? And also I know that there is a guy in Pastoria that teaches moves to Pokemon for heartscales but is'nt there another guy that teaches move to other Pokemon and where can I find him?

You can find him on the route above the resort area, but be forewarned: He will only teach the "ultimate" moves to fully evolved STARTER Pokemon, and they have to trust you fully. Hope I helped!!
