The HM Strength is at the top of the Lost Tower outside of Solaceon town, but to use the move outside of battle, you have to beat the Canalave City gym.
You get strength from one of the old ladies at the top of the tall tower in route 209, the route east of Hearthome City. You do not need it until you have beaten the sixth gym.
