If you have the national dex on pearl or diamond go to sandgem town and go to thomas/dawn's house. Talk to the girl. She tells you about random Pokemon every day. One day, it might me dratini*

Well, there are several ways that you can catch a Dratini on Pokemon Pearl. One way that you can get a Dratini on your game is to defeat the Elite Four and obtain the National Pokedex. After you get the National Pokedex, then head on over to the Pal Park and migrate a Dratini over to your game file. Another way that you can catch a Dratini is to watch this video that I am going to give you a link to. I suggest that you buy one at the game corner in firered or leafgreen and migrate it to pearl/diamond
