Beating the elite 4 means almost squat, the real kicker is if you have the national dex or not. It is obtained by seeing every single Pokemon in the sinnoh dex. Once you do that, you just click the migrate Pokemon option from the menu at the start of the game when you have the older gen game inserted. The Pokemon have to be in the boxes and cannot know any HM moves.

Alright, so you beat the Elite Four? Well, did you complete the Sinnoh Pokedex, and obtain the National Pokedex? If you did, then that is good because it means that you can migrate Pokemon from an older Pokemon game such as Pokemon Fire Red, or Pokemon Leaf Green to your file on Pokemon Pearl. In order to do this, you need to find the Pal Park, which is now open and go inside of there. Now, get your Pokemon game for Gameboy Advance and stick into the Gameboy slot on your Nintendo DS. Turn on that game, and find Six Pokemon, that know no HM moves that you want to migrate to Pokemon Pearl. Stick them the PC box, and then save it and turn it off. Turn on Pokemon Pearl, and then on the main menu click Migrate. Choose the Six Pokemon that you want to migrate and then when they get transferred, go to the Pal Park.

Hope this helps.
