Ticket Trouble

Oh, I am sorry to inform you of this, but you cannot use the S.S. Anne ticket in this generation of Pokemon games. The only Pokemon games that you can use the S.S. Anne ticket in are Pokemon Red, Pokemon Yellow, Pokemon Blue, Pokemon Fire Red, and Pokemon Leaf Green. It seems that you receive this item through an entirely useless cheat code as you cannot even use the S.S. Anne Ticket in Pokemon Pearl, nor can you use the Anne Ticket in Pokemon Diamond either. If you receive another S.S. Ticket from some cheat code, then see if you can use it somehow. If you want to ride a ship then go to Canalave City and talk to the sailor that is by the ferry. He will take you to Iron Island. If you defeat the Elite four, then you can ride the ferry from Snowpoint City to the Battle Island.

Unfortunately, AR does many things we can't comprehend. There is obviously the coding of the ticket, speaking as you have it, but there is absolutely no possible way to use it in Pokemon Diamond or Pearl. This is the same with the Red Chain used to gain Palkia/ Dialga. I have it, got it through AR, but unfortuantely it does absolutely nothing for me.

The S.S. Anne ticket can only be used in Yellow, Blue, Red, Green, FireRed, and LeafGreen. Sorry. =[

It cannot be used unfortunately, that only works in Pokemon Fire Red and Leaf Green.
