To get to stark mountain you have to go to the survival area. After you get there you have to go to the right until you see water. Then surf about half way until you see land at the top. Then follow that up. You can also look on your map to see where you are and walk/surf from there

In order for you to be able to travel to Stark Mountain, you must first have several obstacles completed. The first thing that you must do is defeat the Elite Four so that you will be granted access to the Battle Island. After you are granted access to the Battle Island, you are going to need to head back to the Sinnoh Region via the ferry that you rode over to the island and complete the Sinnoh Pokedex. In order to complete the Sinnoh Pokedex, you must either see or capture all 150 Pokemon in the Sinnoh Region. If you have battled every trainer that you have seen, then you are probably close to completing the Pokedex. After you fill it out, go speak with Professor Rowan and he will give you the National Pokedex. Now then, head back to the island and you will see that the people blocking your path previously are gone. Head north of the fighting area, or east of the survival area to reach the mountain.
