Ok I used this cheat to get all the data for the sinnoh pokedex and proffeser rowan isnt in his lab, I beat the elite 4 and unlocked the new island what do I do?

What exactly are you talking about here? Are you asking what you should do about Professor Rowan not being in his lab and how can you attempt to solve the problem, or are you asking what exactly should you be doing now in the game? If you are asking about help with Professor Rowan, then unfortunately, I do not have any clue as to what you should do. My guess is that the professor is out in the field somewhere doing research, so the best thing for you do is to wait till later time to try and talk to him. If you need help with what to do in the game now, then there really is not much left for you to do since you cheated to do everything. You can try and get 20 wins in the battle tower in a row so that you can fight the Tower Tycoon, or you can try and raise you entire team to level 100. You can also complete the storyline events at Stark Mountain.

Prof. Rowan should be in his lab, though. It's strange. I used the 100% Pokedex Fill cheat before even beating the Elite Four and he was there. Maybe you already got the PokeRadar and National Dex and forgot that you triggered the event. I haven't played Pokemon Pearl for a while (so forgive me if I'm wrong), but Oak should be there instead.
