Only certain routes yield new Pokemon upon the usage of the pokeradar. Might I suggest serebii.net for a comprehensive list of which routes give new Pokemon and a relative rarity of them. If you arent using it on one of these routes all it really does is guarentee a wild Pokemon encounter. You walk into the grass squares that shake and it will have a wild Pokemon 100% of the time.

Well, there is the problem. Most likely, you are just using the Pokeradar on a few specific routes. What you need to do is use the Pokeradar on every route in the game so that you can see what special Pokemon you will find. But, not every route will have a new, special, or rare Pokemon waiting for you, you will just have to wait and see who you will find. But you do not have to worry about a wild Pokemon not showing up, because every time you use the Pokeradar, you will run into a wild Pokemon. So just experiment with it in every area, and remember to charge up the battery after every time you use it.
