No one should give you a hard time. I mean, everyone will need, or has needed help at one point or another in their time of playing Pokemon. In order to get the HM surf, you will have to head on over Celestic Town and complete the storyline events there. Once you arrive in Celestic Town, head toward the center of the town till you see a member of Team Galactic blocking the entrance to a cave. If you talk to him, he will threaten to blow up this stupid town with a bomb, so you know what to do to him. Defeat him in a battle of Pokemon. After you beat him, you should talk to an old lady who turns out to be Cynthia's Grandmother. As a way of showing you her thanks, she will give you the HM for surf. Hope this helps.
