When you say regenerate do you turn your fossil into a Pokemon, or make a new fossil from either a Pokemon or another fossil. Because making new fossils is not possible. But if you are asking where to go to resurrect your fossils to make the ancient Pokemon alive again, it is easy. In oreburgh town you just simply go into a building that is near the north east of the city and talk to some guy behind a desk. Give him the fossil, walk out of the building and then walk back into the building and it will be done.

Well, you can take your fossils and have them revived back into their form as Pokemon. If you want to have some ancient Pokemon revived from those fossils, then follow my instructions. First, collect the fossil from the Sinnoh Underground, after you dig it up, go back up to the surface. After you are on the ground again, you can either fly, or walk to Oreburgh City. No matter what you do, just get to Oreburgh City. After your arrive in the City, look for the Rock Museum, and go inside when you find it. Now then, look for some men behind a counter, when you see them, talk to all of them until you find the person who will revive your fossils. Give him one of your fossils, then leave the building. Go back in, and talk to him again. If you have an empty space in your party, you will receive your new fossil.

You can revive the fossils you get from The Underground at the Oreburg Rock Museum in the northern part of the city. When in the building, you can talk to a person behind the counter that will revive your fossils for free. Just leave the building, then enter it again as you exit. To be able to get the Pokemon from the fossil, you have to have an empty space in your party. The Pokemon will not go the PC after he revives the pokemon.
