Getting through the major blackout going to Sunshore City

My son is stuck on the major blackout going into Sunshore City, can anyone offer some suggestions?

Yes, I will try and do my best to help your son. Most likely, your son has not yet beaten the Team Galactic members at each of the three great lakes. He has to go to each one, and defeat all members there, and when he beats all 3 lakes, he can go to the Team Galactic headquarters in Veilstone City.

Yeh he just has to keep playing he hasnt gone far enough in the game once he gets their the guy that stops him wil go away just go on to the next city
