Where is the games producer that asks you to go to him once you complete the sinnoh pokedex because I can't find him

You can find the Gamefreak producer in a area east of Pastoria City, that small restaurant area actually. Go up to where the restaurant is, and look in all of the surrounding houses, and buildings. One of them is the house for the person you are looking for. Just go and talk to him, and he should give you a Pokemon Dioploma.

To meet the producer you have to have all the Pokemon in the national pokedex.
He is at the east part of valor lakeside. His house is all alone. Kind of weird right?
