Where can I find the TM Whirlwind ???

Yes, there is no technical Machine(or TM) for the move Whirlwind. Really though, you do not need a TM for it, most Bird Pokemon learn it themselves after they grow to a certain level. If they are on too high of a level to learn the move Whirlwind then you can simply head on over to the Move Tutor in Pastoria City, and get him to teach it to your Pokemon if you have a Heart scale. Hope this helps.

I hate to be the bearer of bad news, but you will never find a Tm for whirlwind, because one does not exist. There is no Tm for the move whirlwind. Might I suggest using roar instead, it has about the same effect and is Tm05 and can be found on route 213. I hope that is of some help to you.
