Well, that stinks, since you do not have an Action Replay, the easy way is out. You can however, migrate one to Pokemon Pearl from Pokemon Emerald, Pokemon Ruby, Pokemon Sapphire, Pokemon Fire red, or Pokemon Leaf green if you have a Mew on any of those games by using the Pal park option.

Or, you could find someone who has a Mew, and get them to trade it to you if they are willing to part with it.

You can either get a Mew from migrating from any Pokemon gba game, or trading with a person who has a Mew.
