The move deleter is in Canalave City in the lowest house on the Right side of the River.

You can find the move deleter in a house in Canalave City. To be more specific, I think it is the second house on the left near the entrance of Canalave City. If not there, then try looking in other houses, but he is in Canalave City. Hope this helps you.
