Yes, I can help you. In order to get into the Snowpoint City temple, you must do two things. You must have beaten the Elite four, and obtained the National Pokedex. You can get the National Pokedex from Professor Rowan after you see, or catch all 150 Pokemon in the Sinnoh region. After you do those two things, you will gain access to the Temple...and to Regigigas. In order to catch Regigigas, or even wake him up, you need to migrate the three regis from Pokemon Emerald, and put them in your party.
You need to have fulfilled the following two requirements:
1) Beaten the elite four
2) Obtained the National Pokedex
If you want to catch the legendary Pokemon regigas which is inside, you need to have Regice, Registeel and Regisrock, in your party.

You must beat the E4 including the Champion Cynthia, and view all of the Pokemon in your first pokedex.
You can get into the snowpoint temple when you have defeated the elite four.
