Ok I got to the Galactic people HQ place, and I have a key from the grunt by the sattilites, but how do I get in the storage room?

You should be able to get in with the Storage key that you got from the galactic grunt outside, I dunno why you cannot. It doesn't really matter though, the storage room is unimportant, with the key you should also be able to get into the main base.
