The battle tower. Or just search caves and stuff.

You get rare candy by finding them on the ground in different locations.
A Pokemon with Pick Up ability can somoetimes pick them up.
You can buy them at the Battle Tower.

Um...no offense, but are you serious? You have never found a rare candy in the game before? Wait, I am sorry, you could be new to the games, here...

You can find Rare candies in several different areas, in caves, on Islands, in the grass, in buildings...in a lot of places. All you have to do is search the area wherever you are, and you may find one. Remember though, they are called 'rare' candies for a reason.
