The HM strenght is in the top floor of the lost tower, near solecean town. It is given to you by an older lady. By the way this question has been asked and answered already.
You can find the HM for strength on the top floor on the lost tower. The lost tower is somewhere south of Solaceon town I believe, so look there.
You can find Strength on the fifth floor of the Lost Tower. And in case you were wondering the Lost Tower is just south of Solaceon town, the one with the day care centre.
