Is it possible to go back to the other regions in diamond/pearl and when I say regions I mean kanto,jotho or hoenn

Unfortunately no not in these games but you can get the Pokemon from those regions by using the pal park or the GTS.
I hate to tell you this, but you cannot go to any other regions in Pokemon Diamond, or Pokemon Pearl. You are stuck in the Sinnoh region.
Beat you're rival 1000 times-Hoenn region 1500 times:Johto region 2000 times:Kanto region
