Defeat the champion and complete the sinnoh pokedex.(PS:You do not need to catch the Pokemon to complete the pokedex.)

In order to get into the SnowPoint City temple, you must take down the elite four, and prove your worth by getting the National Pokedex. Like Regrey said, you do not have to capture all of the Pokemon in order for it to count, the only thing you need is to have seen each pokemon.

Snowpoint Temple is funnly enough in Snowpoint city right up the top, to get there you need to defeat the elite 4 and have the national dex, to catch regigias you need all three of this Pokemon in your party when you talk to it, Regice, Registeel and Regirock.

Well the snowpiont temple is preety annoying before you get the national dex and beat the elite 4.regigias is the 4th regi to battle it you need to have the 3 other regis(regice regirock registeel)P.S. To get the regis you need to migrate them from a sapphire ruby emerald or any game they are on.If the regis are on the pearl or diamond game then you can trade them.
