Either by trading with friends, or urself, also from action replay, and from migrating. And that covers most of it I'm pretty sure of it and I hoped I helped

What I did to get more Masterballs was migrate them to Pokemon Diamond from other Pokemon games such as Pokemon Fire red, and Pokemon Sapphire, and Pokemon Emerald by equipping the masterball to a Pokemon, and trading that Pokemon to Pokemon Diamond, or Pokemon Pearl. Another is is by cheating using an Action Replay, there is a code that will give you 999 masterballs, and that is what I used when I discovered the Action Replay, but I only kept 10, and discarded the other ones.
There aren't 999 Pokemon in the game, and there are very few Pokemon which you might want to use a masterball onto catch. That's basically it.

You can make a Pokemon hold one and migrate it.Another way is to get an Action Replay and cheat.Or just trade with friends.

If you know the duplicating code for emerald than you can get plenty!Check the emerold cheats to see the process.
