No, you just need to go and look at the television in the old Chateau at night. It will be there on one of the night. It will only be Lv20. So be careful k=not to KO it.
No, you can get it any time at night. Go to the old Chateau, and you will find the gym leader (OR maybe not, I forget). Talk to her, and cut down the bush. Go into the mansion, on the upper floor, go to the TV room and talk to it. It will appear, but it is very easy to knock out.
