are you able to trade darkrai by the Pokemon center in the wi fi basement

Can't imagine why not. Once the pokemon's data is there, it's just like any other pokemon... Why, you wanna trade yours?

Yes, you can trade any Pokemon in WI-FI as long as you have the pokedex data of that particular Pokemon. It doesn't matter whether it is a legendary or not, if you have the data, it is going to be tradable. Good luck with your trades.

Darkrai can be traded over the Wi-Fi in the Pokemon Center.
Currently, it cannot be Traded over the GTS.
